This is a tutorial hall which you are tped into at level one each life, since we have had some people being put in here that think they are stuck let me explain. If you walk down there is an npc you may talk to the npc and go through the keywords and thus make it to level 2 through the tutorial, or at any time you may type exit to any of the npc's and be put back in lh temple never to return this life.
